Written shortly after he attended the June short course taught by Warfield & Roxana Cardenas, this letter is a suggestion from Mr. R. Bruce Borthwick, that the Warfield courses become integrated into the PUBLIC POLICY curriculum as mandatory requirement for doctoral degrees. Warfield said he did not know Borthwick very well and did not have any inkling that he would send such a letter to Kingsley. In any case, nothing ever came of Mr. Borthwick's suggestion, not even an acknowledgement from Kingsley that he had received it.
